What is the Lifeline Assistance Program?

The Lifeline Assistance Program is a federal program that provides free or discounted phone service to eligible low-income households. Established in 1985, Lifeline has been helping millions of Americans stay connected. The program is available in all 50 states, territories, and on Tribal lands, ensuring that low-income families have access to essential communication services.

The program is funded through the Universal Service Fund (USF) and administered by the Federal Communications Commission (FCC). Lifeline provides eligible households with up to $9.25 per month off their phone or internet service bill ($34.25 per month for households on qualifying Tribal lands).

Eligibility Requirements

You may qualify for the Lifeline Assistance Program if you meet one of the following criteria:

Income-Based Eligibility

Program-Based Eligibility

You automatically qualify if you or someone in your household participates in any of these qualifying government benefit programs:

Step 2: Gather Required Documents

You'll need proof of eligibility, such as:

  • Benefit award letter or card (Medicaid, SNAP, SSI, etc.)
  • Tax return or pay stubs (for income-based eligibility)
  • Proof of identity (driver's license, state ID, passport)
  • Proof of address (utility bill, lease agreement)

Step 4: Apply

You can apply in two ways:

  1. Online: Apply directly through the provider's website
  2. Mail: Download and mail the Lifeline application form to your chosen provider
  3. National Verifier: Apply through the Lifeline National Verifier system

Step 5: Verify Your Eligibility

After submitting your application, the National Verifier (or your provider) will verify your eligibility. This process typically takes 2-5 business days.

Step 6: Receive Your Phone and Activate Service

Once approved, your provider will send your phone (usually within 5-10 business days). Follow the activation instructions included with your device.

Important Information

  • Only one Lifeline benefit per household
  • You must recertify your eligibility annually
  • Service must be used at least once every 30 days to remain active
  • If you move, you may need to update your information with your provider
  • Lifeline can be combined with ACP for additional benefits
